For more than twenty-five years, Darrell has served as Managing Partner for the Ramsay Group. He is responsible for providing HUD-mandated strategic planning to more than 50 HUD entitlement cities. Darrell worked alongside City staff, nonprofits, and community residents in assessing, planning, and updating goals and policies relating to housing, and community development need for jurisdictions most needy citizens.
Darrell routinely works with the State of California’s Housing and Community Development Department and the U.S., Department of Housing and Urban Development in Washington D.C.
Mr. Stamps has a broad planning and management background in both public and private sector organizations, giving him a well-rounded combination of experience in public policy while maintaining a “result-oriented” program administration.

Melody has more than 15 years of experience in affordable housing, community development, grant administration, and neighborhood planning initiatives. She possesses extensive knowledge of Federal grant programs such as CDBG, HOME, ESG, NSP, and special HUD allocations from the CARES ACT. Melody is well-versed in the regulations and guidance HUD provides for each grant program, which she gained while serving as the Compliance Officer for the Seminole County Community Services Department. She was also responsible for managing the development of Consolidated Plans and Annual Action Plans, as well as various accomplishment reports over the years. Known as a problem solver, researcher, and facilitator, she is passionate about helping communities and stakeholders outline and implement programs or grants to accomplish their goals.

Tammy Jackson joined The Ramsay Group in October 2022. With over 30 years of experience in the Community Development Block Grant program and HOME Investment Partnership Program, Ms. Jackson has a proven track record of providing affordable housing opportunities and serving the needs of low to moderate-income individuals. She previously served as the Director of Community Development for an entitlement community responsible for over $2 million in annual allocations.
Ms. Jackson brings a wealth of knowledge and experience in administering CDBG and HOME programs, including navigating related regulations to ensure compliance while meeting the needs of each community. She is well-versed in IDIS, HERO's, Davis Bacon, and has developed many policies and procedures for the many processes involved in the federal programs.
Ami Moore is a transplant from California to Texas, with extensive experience in government contracts. She began her career with Raytheon in 2010, working at the National Training Center in Ft. Irwin. Later, she moved to Houston, TX, where she collaborated with Habitat for Humanity to create a disaster recovery program after Hurricane Harvey. This led her to a career in community development and non-profit work. In 2020, she joined the City of Missouri City, where she oversaw the Community Development Block Grant as a direct entitlement, including emergency and infrastructure grants for the Texas GLO. While with the City, she also managed the CARES and ARPA funding received in response to the COVID-19 pandemic. In her spare time, she enjoys exploring new places with her husband and four children.
