Darrell Stamps, MPA - Managing Partner/Co-founder


For over twenty years, Darrell has served as Managing Partner for the Ramsay Group. He is responsible for providing HUD mandated strategic planning to more than 50 HUD entitlement cities. Darrell worked alongside City staff, nonprofits and community residents in assessing, planning and updating goals and policies relating to housing, and community development needs for jurisdictions most needy citizens.  

Darrell routinely works with the State of California’s Housing and Community Development Department and the U.S., Department of Housing and Urban Development in Washington D.C. 

Mr. Stamps has a broad planning and management background in both public and private sector organizations, giving him a well-rounded combination of experience in public policy while maintaining a “result-oriented” program administration.    


  • Planned housing, community, and economic programs ad facilities for more than 100 nonprofit and public agencies.
  • Served as lead consultant in the development of a 36,000 sf. community facility using NMTC.
  • Provided general development consulting for 15 Community Housing Development Organizations (CHDO).
  • Lead consultant in the rehabilitation and acquisition of 1800 units using tax-exempt bonds, low-income housing tax credits and grant funding.
  • Acquired equity funding for the acquisition and energy-efficient rehabilitation of bank-owned properties in San Bernardino, Riverside, and Los Angeles County.
  • Lead consultant in the new development of 140 multi-family affordable housing units using tax-exempt bonds, tax credits, AHP and HOME funds in Fresno Ca.  
  • Lead consultant in the development of 132 multi-family affordable housing units using tax-exempt bonds, tax credits, AHP and HOME funds in Fresno Ca.

Ryan Bensley, AICP - Senior Project Manager


Mr. Bensley is responsible for managing the preparation of environmental documents for a variety of transportation and land development projects. His primary responsibilities include coordinating and conducting research and analysis for environmental documents prepared in compliance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). 

Mr. Bensley has more than 11 years of planning experience and specializes in conducting socio-economic and demographic analyses for the firm, which routinely involves reviewing various data sets published by public agencies and private organizations, identifying land use planning and economic trends, and evaluating community character and quality of life issues. Mr. Bensley stays current on economic development and affordable housing issues and genuinely enjoys helping to improve communities through the planning process.

Gladys Lopez M.A., Senior Project Manager (Nonprofit Services)


Gladys currently serves as Senior Project Manager for The Ramsay Group's Nonprofit division.  Her experience is backed by nineteen years working with nonprofits on a range of services including grant wring organization development. She has been able to assist organizations with identifying funding sources providing them with significant seed money to launch services, cover operational expenses as well as expand their services. Gladys provides organizations with needs assessments, identifying barriers to success in their acting grant programs and partnering to create solutions to maximize a positive impact. 

Her experience spans across a broad range of disciplines including K-12 education, higher education, at-risk-youth, social services, health disparity, and economic development.

Awuor Ayiecho, Senior Associate (Government Services)


Awuor has a Bachelor of Arts degree holder in Political Science and Sociology dedicated to social change through sharing knowledge and practice applying her background in human rights and participatory learning in different areas of her work. She has been recognized by Amnesty International Kenya a human rights volunteer and educator through the Global BRAVE campaign: She has developed skills in project management and scheduling, fundraising, communication, research, volunteer management, institutional governance, change management, training, and facilitation.

AshleyMashian, Senior Associate (Government Services)


Ashley is a seasoned and well-accomplished urban and regional planner with experience assisting several jurisdictions in meeting state and federal regulated housing and economic development objectives.  As a Senior Associate, Ms Mashian is responsible for analyzing community plans and policies; evaluating programs and functions put in place by the community organizations; collecting, complying and evaluating project data; designing and administered surveys and focus groups, while counseling staff on performance measure evaluations; and community asset mapping.
